We have embarked on non-probability sampling technique to select 40% of the Ministries. We listed all the Ministries in the state and obtained a sample frame. We wrote the name of each Ministry on a slip of paper and balloting without replacement was carried out. The non-probability technique produced the following Ministries:

3. MINISTRY OF CULTURE & IJAW NATIONAL AFFAIRS
4. MINISTRY OF ENERGY

6. MINISTRY OF AGRICULTURE & NATURAL RESOURCES
7. MINISTRY OF EDUCATION
8. MINISTRY OF HEALTH
9. MINISTRY OF WORKS AND INFRASTRUCTURE
10. MINISTRY OF SPECIAL PROJECTS – GOVERNORS’ OFFICE
We then established some parameters and generated a questionnaire titled Ministries Performance Ranking Questionnaire (MPRQ). The questionnaire consist of ten (10) 4 – point Likert type statements. Twenty questionnaire were administered to each of the ten (10) Ministry and the return rate ranged from 70 to 90%. Based on the completed questionnaire, data were collected and analysis was done in simple percentages on the basis of the 10 parameters laid out for the study. These 10 Ministries were then ranked in accordance with the 10 established parameters namely:
1. Efficiency and Effectiveness
2. Transparency and Accountability
3. Policy and programme
4. Participation in Government Decision Making
5. Fiscal Discipline and Prudence
6. Sustainability
7. Public Performance Index:
8. Budget Implementation:
9. Contribution to the economy
10. Synergy:

We shall publish the complete Research Report will be published on Monday 8th, July next week. In that report the entire gamut of the study the research methodology, the population, sample and sampling techniques, instrument for data collection, analysis and interpretation of data will be published.
